Compliance plate for 28 foot sailboat?

Question:
Does anyone know about the compliance plate requiements for a "28 foot sailboat w/ 8hp inboard diesel"

I'm in Montreal and when the MUC police boat inspected my sailboat last year they said I would be needing a compliance plate for 2003?

Answer:
-There are 3 types, but you will notice they don't provide info on how to get any of them! They are all $5 and good for life of the boat. Only the 3rd is issued to individuals. Just contact the office of boating safety which with the Coast Guard is in Fisheries and Oceans (not Transport). http://www.ccg-gcc.gc.ca/obs-bsn/

1. Compliance plates (capacity label) are for new "vessels up to 6 m fitted or that can be fitted with engine of 10 hp or more" 2. Other boats need a Conformity plate. 3. Home-built boats or used boats that can be fitted with a motor (doesn't need to actually have one) needs a single vessel plate.

-Use epoxy, it has a better history over time as long as it is mixed correctly, however i have my doubts about using spectra cord and webbing
